第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會第一次會議,共收(shou)到(dao)提案表126份(fen),經提案委員會專(zhuan)題會議審議后(hou),歸類(lei)整(zheng)理出64件提案、31個(ge)意見和建議、5個(ge)不立案議題。
具體情(qing)況(kuang)如(ru)下(xia):(一(yi))對(dui)符(fu)合(he)黨(dang)和(he)(he)國家政策(ce)法(fa)規(gui),學校有(you)條(tiao)件(jian)辦理,又確實需(xu)要(yao)辦理的(de)提(ti)(ti)案(an)(an)(an),提(ti)(ti)案(an)(an)(an)委員(yuan)會(hui)將(jiang)80個議(yi)題整理合(he)并為(wei)64個正(zheng)式提(ti)(ti)案(an)(an)(an);(二(er))對(dui)一(yi)些(xie)不(bu)(bu)(bu)(bu)符(fu)合(he)立案(an)(an)(an)要(yao)求(qiu)但有(you)參考價值的(de)提(ti)(ti)案(an)(an)(an),提(ti)(ti)案(an)(an)(an)委員(yuan)會(hui)將(jiang)41個議(yi)題匯總整理為(wei)31個意見和(he)(he)建(jian)(jian)議(yi),匯總后轉(zhuan)送有(you)關職能部門,逐條(tiao)向提(ti)(ti)案(an)(an)(an)人(ren)回復;(三)對(dui)屬于(yu)個人(ren)問題提(ti)(ti)案(an)(an)(an)、或提(ti)(ti)出的(de)問題正(zheng)確,但已經解(jie)決(jue)的(de)提(ti)(ti)案(an)(an)(an),以及(ji)(ji)(ji)一(yi)時沒(mei)有(you)條(tiao)件(jian)解(jie)決(jue)的(de),可向提(ti)(ti)案(an)(an)(an)人(ren)做出解(jie)釋的(de)提(ti)(ti)案(an)(an)(an),則(ze)(ze)不(bu)(bu)(bu)(bu)予立案(an)(an)(an)。(四)5個不(bu)(bu)(bu)(bu)立案(an)(an)(an)議(yi)題:第(di)一(yi),關于(yu)為(wei)來深探望子女的(de)父母提(ti)(ti)供臨時住所的(de)建(jian)(jian)議(yi)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)原(yuan)(yuan)因(yin):學校西麗湖(hu)校區設有(you)招(zhao)待所,可以滿足需(xu)求(qiu);第(di)二(er),關于(yu)建(jian)(jian)議(yi)學校為(wei)各二(er)級(ji)學院單(dan)位配備急(ji)救(jiu)箱的(de)提(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)原(yuan)(yuan)因(yin):急(ji)救(jiu)工(gong)作涉及(ji)(ji)(ji)面廣,針對(dui)性(xing)強,需(xu)要(yao)有(you)資質(zhi)的(de)醫(yi)護人(ren)員(yuan)正(zheng)確規(gui)范操作,建(jian)(jian)議(yi)將(jiang)突發情(qing)況(kuang)及(ji)(ji)(ji)時報告醫(yi)務室或校外醫(yi)療機構(gou)處置;第(di)三,關于(yu)清理辦公室毀壞桌椅的(de)提(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)原(yuan)(yuan)因(yin):無明(ming)確地點;第(di)四,關于(yu)修剪學校內(nei)路邊(bian)的(de)樹枝的(de)提(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)原(yuan)(yuan)因(yin):屬于(yu)明(ming)喆物業綠化管理日常工(gong)作;第(di)五,關于(yu)校門增加校區標識,設計考慮建(jian)(jian)筑風水(shui)的(de)提(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)原(yuan)(yuan)因(yin):不(bu)(bu)(bu)(bu)符(fu)合(he)一(yi)事一(yi)議(yi)原(yuan)(yuan)則(ze)(ze),其中一(yi)事提(ti)(ti)法(fa)亦不(bu)(bu)(bu)(bu)妥當(dang)。

二、提案受理情況
在(zai)落實提案辦理(li)的過程中,學校工會(hui)多(duo)次召開提案工作(zuo)(zuo)委員會(hui)會(hui)議,及時(shi)與(yu)有關的職能部門進行(xing)溝通,完(wan)成提案處理(li)落實工作(zuo)(zuo)。
64件提(ti)案(an)涉及(ji)到教(jiao)學(xue)、科研、學(xue)生(sheng)、人事、行(xing)政(zheng)教(jiao)輔、生(sheng)活服(fu)務及(ji)其(qi)它等7個方(fang)面。其(qi)中(zhong)“(一)制作(zuo)佩戴校徽;(二(er))開(kai)設“書院論壇”;(三(san))推進(jin)解(jie)決教(jiao)職(zhi)工(gong)集(ji)資款;(四)進(jin)一步完善(shan)校園無線網絡覆(fu)蓋;(五)新增校區電瓶(ping)車、方(fang)便師(shi)生(sheng)員工(gong)出行(xing)”等5件提(ti)案(an)確定為2013年度(du)學(xue)校為教(jiao)職(zhi)工(gong)辦理的實(shi)事。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)(ti)(ti)案委員會(hui)是雙代會(hui)提(ti)(ti)(ti)案落實的最基本的工(gong)作(zuo)組織(zhi)(zhi)。本著“提(ti)(ti)(ti)醒重(zhong)視,溝通交流,推動進程”的工(gong)作(zuo)原則,對(dui)與多(duo)部門相關的提(ti)(ti)(ti)案,注重(zhong)組織(zhi)(zhi)協調(diao);對(dui)常(chang)規提(ti)(ti)(ti)案,逐一(yi)跟蹤(zong)檢查。一(yi)年來,在校分(fen)管(guan)領導(dao)的指導(dao)、各部門支持、以及全(quan)體委員和校工(gong)會(hui)共同努力下,較(jiao)好地(di)履行了職責,順利地(di)完成了工(gong)作(zuo)任(ren)務。
1.做好提案宣傳工作,使廣(guang)大教職工和雙代(dai)會代(dai)表加深對提案價值的認(ren)識:即提案是雙代(dai)會廣(guang)泛聯系群眾(zhong)、集中群眾(zhong)智慧、吸(xi)引教職工參與學校民主(zhu)管(guan)理(li)和民主(zhu)監督的一個重要途徑(jing)。
2.保證(zheng)提案(an)調(diao)研時間。嚴(yan)格執(zhi)行雙代會(hui)相關規定,督促(cu)代表樹立群眾意(yi)識,平時注意(yi)群眾反映,為提案(an)準備信息(xi)資源(yuan),及(ji)時反映教職工(gong)的(de)意(yi)見和建議。
3.準確把握提案(an)的(de)(de)立(li)案(an)。凡是按(an)要(yao)求(qiu)提交的(de)(de)提案(an)表,原則上都予以立(li)案(an)。對于沒有(you)立(li)案(an)的(de)(de)提案(an),即(ji)使是個案(an)或建議,本著實事求(qiu)是的(de)(de)態度認真對待和處理。
4.不(bu)斷(duan)提(ti)高提(ti)案(an)辦理(li)的(de)質(zhi)量(liang)。一(yi)是(shi)規(gui)范提(ti)案(an)辦理(li)的(de)程序;二(er)是(shi)加大督辦的(de)力度,跟蹤落實,確保能解決(jue)的(de)問題及時解決(jue)。一(yi)些因客觀原因一(yi)時做(zuo)(zuo)不(bu)到的(de),則做(zuo)(zuo)好解釋工作,真正做(zuo)(zuo)到案(an)案(an)有回音,件件有交(jiao)待。
5.推動承(cheng)辦(ban)單位實施(shi)“一(yi)把手(shou)”工(gong)程(cheng),確保(bao)交出滿意(yi)“答卷(juan)”。在(zai)提案(an)(an)辦(ban)理(li)過程(cheng)中,絕大多數承(cheng)辦(ban)單位一(yi)把手(shou)親自負(fu)(fu)責(ze),親自過問,從嚴要求(qiu)、從快辦(ban)理(li),表現(xian)出對學校事業高度負(fu)(fu)責(ze)的(de)態度。人(ren)事處承(cheng)辦(ban)提案(an)(an)14件、意(yi)見和建(jian)(jian)議(yi)5個;后勤基(ji)建(jian)(jian)處承(cheng)辦(ban)提案(an)(an)11件、意(yi)見和建(jian)(jian)議(yi)12個。此(ci)類提案(an)(an)大多是民生(sheng)話題,直接(jie)關系到(dao)師生(sheng)員(yuan)(yuan)工(gong)的(de)切身(shen)利益。在(zai)接(jie)到(dao)提案(an)(an)后,兩個部門負(fu)(fu)責(ze)人(ren)分(fen)別帶領有關人(ren)員(yuan)(yuan),認真分(fen)析原(yuan)因,限(xian)時辦(ban)理(li),并加強(qiang)與提案(an)(an)人(ren)溝通,爭取提案(an)(an)人(ren)的(de)理(li)解和支持。
至(zhi)2013年底,在(zai)各承辦部門的(de)大力支持(chi)和配合(he)(he)(he)下(xia),已全部答復提案人。承諾為教職(zhi)(zhi)員工辦的(de)年度5件實事中(zhong),書院(yuan)論壇(tan)開(kai)始運作;電瓶車新(xin)增了3輛;校(xiao)(xiao)(xiao)(xiao)徽在(zai)進一(yi)步的(de)改進;校(xiao)(xiao)(xiao)(xiao)園無線網絡(luo)在(zai)進一(yi)步的(de)完(wan)善(shan);教職(zhi)(zhi)工集資款這一(yi)歷史(shi)遺留問題正在(zai)處理中(zhong),學校(xiao)(xiao)(xiao)(xiao)一(yi)如(ru)既往積極與上(shang)海思(si)博職(zhi)(zhi)業技術(shu)學院(yuan)聯(lian)系,責成校(xiao)(xiao)(xiao)(xiao)內有關公(gong)司(si)(si)按公(gong)司(si)(si)法(fa)合(he)(he)(he)法(fa)、合(he)(he)(he)理、合(he)(he)(he)情地予以解決。3月20日,上(shang)海思(si)博職(zhi)(zhi)業技術(shu)學院(yuan)黨政主要領導帶隊來(lai)校(xiao)(xiao)(xiao)(xiao)尋求解決途徑(jing)。我們(men)將(jiang)繼續跟蹤推進,確(que)保教職(zhi)(zhi)工的(de)合(he)(he)(he)法(fa)權益。
綜上(shang)所述,上(shang)次會議64件(jian)(jian)提(ti)案中,不宜(yi)采用和難(nan)以落實的(de)共10項,占15.6%;其余54件(jian)(jian),已經落實和正在落實的(de)48件(jian)(jian),占75.0%;還(huan)有正在論證,經過努力(li)可以完成(cheng)的(de)6件(jian)(jian),占9.4%。
提(ti)(ti)案(an)(an)委員會(hui)向提(ti)(ti)案(an)(an)人發出《提(ti)(ti)案(an)(an)反饋(kui)(kui)意(yi)(yi)見評價表》,對職能部門承辦的64個(ge)提(ti)(ti)案(an)(an)給出“滿(man)(man)意(yi)(yi)”、“不滿(man)(man)意(yi)(yi)”、“無所(suo)謂(wei)”的評價意(yi)(yi)見。統計結果為(wei):2個(ge)提(ti)(ti)案(an)(an)被評“無所(suo)謂(wei)”,5個(ge)提(ti)(ti)案(an)(an)被評“不滿(man)(man)意(yi)(yi)”,57個(ge)提(ti)(ti)案(an)(an)都被評為(wei)“滿(man)(man)意(yi)(yi)”,提(ti)(ti)案(an)(an)反饋(kui)(kui)意(yi)(yi)見的滿(man)(man)意(yi)(yi)度(du)為(wei)89.1%。
五、存在問題和今后的打算
提案工作(zuo)與過去相比有進步,但仍(reng)然存在一(yi)些問題和(he)不足。
1.個別提(ti)案承辦(ban)(ban)部門對(dui)所辦(ban)(ban)理(li)的(de)提(ti)案重視程度(du)不夠,辦(ban)(ban)理(li)過(guo)程拖拉,辦(ban)(ban)理(li)質量不高(gao)。
2.雙代會代表提(ti)案(an)工作水平有待提(ti)高,特別是(shi)提(ti)案(an)撰(zhuan)寫(xie)比較集(ji)中(zhong)民(min)生福利,而對學校(xiao)發展大局(ju)關注度不夠。
針對(dui)存在的(de)問題,我(wo)們提出改進(jin)工(gong)作的(de)措(cuo)施:(1)加強與(yu)提案(an)(an)承辦部門(men)溝通,提升他們對(dui)提案(an)(an)落實工(gong)作重要性(xing)的(de)認(ren)識(shi);(2)在可能的(de)條件下,對(dui)雙代會代表進(jin)行提案(an)(an)方面的(de)培訓學習,提高提案(an)(an)工(gong)作水平。
六、總結表彰
經工會(hui)委員會(hui)評選,2013年度4個(ge)“優(you)秀提案(an)(an)”和2個(ge)“提案(an)(an)承(cheng)辦先進單(dan)位”分別是:
第一,鄭(zheng)永森、張臻、蘇(su)文代表(biao)提出的“開(kai)設‘書院(yuan)講壇’,推進書院(yuan)制(zhi)改革和文化育人工作(zuo)”;第二,麻(ma)小紅、魯林華(hua)、施蓓、朱方來、鮑(bao)薇(wei)薇(wei)、邱(qiu)浩(hao)、肖景文、王群、張雷代表(biao)提出的“公(gong)布學校(xiao)教師集資款運營狀態”;第三,郭剛(gang)、吳鋒(feng)、余菲、李放、尹(yin)向東、陳燕代表(biao)提出的“將無線網(wang)絡(luo)覆蓋(gai)整個校(xiao)區”;第四,袁述義、楊燕云(yun)、文小龍代表(biao)提出的“制(zhi)作(zuo)佩戴校(xiao)徽”。
2013年度2個“提案承(cheng)辦(ban)先(xian)進單位”分別是人(ren)事處、后(hou)勤基建處。
第二部分:本次雙代會提案和建議情況報告
按照學(xue)校(xiao)《教職工(gong)(gong)代表大(da)會(hui)工(gong)(gong)作細(xi)則》和工(gong)(gong)會(hui)的(de)(de)有關(guan)規定,校(xiao)工(gong)(gong)會(hui)于今年(nian)3月初向學(xue)校(xiao)提(ti)交了“關(guan)于召開(kai)第五屆教代會(hui)暨第六屆工(gong)(gong)代會(hui)第二(er)次(ci)會(hui)議的(de)(de)請(qing)示(shi)”,并于3月14日得到(dao)校(xiao)黨(dang)委批復,啟動大(da)會(hui)的(de)(de)籌備(bei)程序,給各分工(gong)(gong)會(hui)發出(chu)了向代表征集(ji)提(ti)案(an)的(de)(de)通知。代表們圍繞學(xue)校(xiao)發展、人事(shi)制(zhi)度改革以及教職工(gong)(gong)所關(guan)心的(de)(de)問題,認真思考,深入調研(yan),廣泛聽取意見,負責任地提(ti)交每一個提(ti)案(an)。
截至3月25日,本次雙代會共收到(dao)99份(fen)提案表(見附件2)。分為教學(xue)、科研、學(xue)生、人(ren)事、行政(zheng)教輔、生活服務及其它等方面。會后,提案工(gong)作委員(yuan)會將(jiang)本著務實革新精神,對代表們提出的提案進行歸類整理,認真討論(lun)研究是否立案,同時送校(xiao)領導(dao)批示,提交相關職能部門落(luo)實辦(ban)理。
