第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙(shuang)代會(hui)第(di)一次(ci)會(hui)議(yi),共(gong)收到提案表126份,經提案委(wei)員會(hui)專題(ti)會(hui)議(yi)審議(yi)后(hou),歸類整理(li)出64件提案、31個意見和建議(yi)、5個不(bu)立案議(yi)題(ti)。

  具(ju)體情況(kuang)如下:(一(yi)(yi))對符合(he)黨和國家政策法(fa)規,學(xue)校(xiao)(xiao)(xiao)有(you)(you)條件辦理(li),又確(que)(que)實需(xu)要辦理(li)的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)委員會將80個議題整(zheng)理(li)合(he)并為(wei)64個正(zheng)(zheng)式提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an);(二(er))對一(yi)(yi)些不(bu)符合(he)立(li)(li)案(an)(an)(an)(an)(an)要求(qiu)但(dan)有(you)(you)參(can)考價(jia)值的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)委員會將41個議題匯(hui)總整(zheng)理(li)為(wei)31個意見和建(jian)議,匯(hui)總后(hou)轉(zhuan)送有(you)(you)關(guan)(guan)職能部(bu)門(men),逐條向提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)人(ren)回復;(三)對屬(shu)于(yu)個人(ren)問(wen)題提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)、或(huo)提(ti)(ti)(ti)(ti)(ti)出的(de)問(wen)題正(zheng)(zheng)確(que)(que),但(dan)已經解決的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),以及(ji)(ji)一(yi)(yi)時(shi)沒有(you)(you)條件解決的(de),可向提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)人(ren)做出解釋的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),則(ze)(ze)不(bu)予立(li)(li)案(an)(an)(an)(an)(an)。(四)5個不(bu)立(li)(li)案(an)(an)(an)(an)(an)議題:第(di)一(yi)(yi),關(guan)(guan)于(yu)為(wei)來深(shen)探(tan)望子女的(de)父母提(ti)(ti)(ti)(ti)(ti)供臨時(shi)住(zhu)所的(de)建(jian)議。不(bu)立(li)(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):學(xue)校(xiao)(xiao)(xiao)西麗(li)湖校(xiao)(xiao)(xiao)區設有(you)(you)招待所,可以滿足需(xu)求(qiu);第(di)二(er),關(guan)(guan)于(yu)建(jian)議學(xue)校(xiao)(xiao)(xiao)為(wei)各二(er)級學(xue)院單位配備急(ji)救箱(xiang)的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)立(li)(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):急(ji)救工作(zuo)(zuo)涉及(ji)(ji)面廣,針對性強,需(xu)要有(you)(you)資質的(de)醫護人(ren)員正(zheng)(zheng)確(que)(que)規范操作(zuo)(zuo),建(jian)議將突發(fa)情況(kuang)及(ji)(ji)時(shi)報告(gao)醫務室(shi)或(huo)校(xiao)(xiao)(xiao)外醫療機構處置(zhi);第(di)三,關(guan)(guan)于(yu)清理(li)辦公室(shi)毀壞桌椅的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)立(li)(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):無明(ming)確(que)(que)地點;第(di)四,關(guan)(guan)于(yu)修剪學(xue)校(xiao)(xiao)(xiao)內路(lu)邊(bian)的(de)樹枝的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)立(li)(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):屬(shu)于(yu)明(ming)喆物(wu)業綠(lv)化管(guan)理(li)日常工作(zuo)(zuo);第(di)五,關(guan)(guan)于(yu)校(xiao)(xiao)(xiao)門(men)增(zeng)加校(xiao)(xiao)(xiao)區標(biao)識(shi),設計考慮建(jian)筑風水的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)立(li)(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):不(bu)符合(he)一(yi)(yi)事一(yi)(yi)議原(yuan)(yuan)則(ze)(ze),其中一(yi)(yi)事提(ti)(ti)(ti)(ti)(ti)法(fa)亦不(bu)妥當。

  二、提案受理情況

  在(zai)落實提案辦(ban)理的(de)過程中,學校工會(hui)多次(ci)召開(kai)提案工作(zuo)委(wei)員會(hui)會(hui)議,及時與(yu)有關的(de)職能部門進行溝通,完成(cheng)提案處理落實工作(zuo)。

  64件(jian)提案涉及到教(jiao)學、科研、學生(sheng)、人事(shi)、行(xing)政教(jiao)輔、生(sheng)活(huo)服務(wu)及其它等7個方面。其中(zhong)“(一)制(zhi)作佩戴校(xiao)徽(hui);(二)開(kai)設“書院論壇”;(三)推進(jin)解決教(jiao)職(zhi)工集(ji)資款;(四)進(jin)一步完善校(xiao)園無線網絡覆蓋;(五)新(xin)增校(xiao)區電(dian)瓶車、方便師生(sheng)員工出(chu)行(xing)”等5件(jian)提案確定(ding)為2013年度學校(xiao)為教(jiao)職(zhi)工辦理的實(shi)事(shi)。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提案委員(yuan)會(hui)是雙代會(hui)提案落(luo)實的最基本的工作組織(zhi)。本著“提醒重視,溝(gou)通交流,推動進程”的工作原(yuan)則,對(dui)與多部門相關的提案,注重組織(zhi)協(xie)調;對(dui)常規提案,逐一跟蹤檢查。一年(nian)來,在校分管領(ling)導的指導、各(ge)部門支持、以及全體委員(yuan)和校工會(hui)共同努力(li)下,較好地履行(xing)了(le)職(zhi)責,順利地完成了(le)工作任務。

  1.做(zuo)好提(ti)案(an)宣傳工作,使(shi)廣(guang)大教(jiao)(jiao)職工和(he)雙(shuang)代(dai)會代(dai)表加深對提(ti)案(an)價(jia)值(zhi)的認識:即提(ti)案(an)是雙(shuang)代(dai)會廣(guang)泛聯系(xi)群眾、集(ji)中群眾智慧(hui)、吸引教(jiao)(jiao)職工參與學校民主管理和(he)民主監督的一(yi)個(ge)重(zhong)要途徑。

  2.保(bao)證(zheng)提(ti)案調研時間。嚴格執行雙代(dai)(dai)會相關規定,督(du)促(cu)代(dai)(dai)表樹立群(qun)眾(zhong)意識,平(ping)時注意群(qun)眾(zhong)反映,為提(ti)案準備信息資源,及時反映教職工的意見和建議。

  3.準確把握(wo)提(ti)案(an)(an)的立案(an)(an)。凡是按要求提(ti)交的提(ti)案(an)(an)表,原則上都(dou)予以立案(an)(an)。對(dui)于沒有立案(an)(an)的提(ti)案(an)(an),即使(shi)是個案(an)(an)或建議,本著實事求是的態(tai)度認真對(dui)待和處理。

  4.不斷(duan)提(ti)高提(ti)案(an)(an)辦理的質量。一是(shi)規范提(ti)案(an)(an)辦理的程序;二是(shi)加大督辦的力度,跟蹤落(luo)實,確保能解決的問題及時解決。一些因客觀原因一時做(zuo)(zuo)不到(dao)的,則(ze)做(zuo)(zuo)好解釋工作,真(zhen)正做(zuo)(zuo)到(dao)案(an)(an)案(an)(an)有(you)回音,件件有(you)交待。

  5.推動(dong)承(cheng)(cheng)(cheng)辦(ban)單位實施“一(yi)把(ba)手”工程(cheng)(cheng),確保交(jiao)出(chu)滿意(yi)(yi)(yi)“答(da)卷”。在提(ti)(ti)案(an)辦(ban)理過(guo)程(cheng)(cheng)中,絕大多數承(cheng)(cheng)(cheng)辦(ban)單位一(yi)把(ba)手親自負(fu)責,親自過(guo)問,從嚴要求、從快辦(ban)理,表現出(chu)對學校事業高度負(fu)責的(de)態(tai)度。人事處(chu)承(cheng)(cheng)(cheng)辦(ban)提(ti)(ti)案(an)14件、意(yi)(yi)(yi)見和建議5個(ge);后(hou)勤基建處(chu)承(cheng)(cheng)(cheng)辦(ban)提(ti)(ti)案(an)11件、意(yi)(yi)(yi)見和建議12個(ge)。此類提(ti)(ti)案(an)大多是民生(sheng)話(hua)題,直(zhi)接關(guan)系到師(shi)生(sheng)員(yuan)工的(de)切身利(li)益(yi)。在接到提(ti)(ti)案(an)后(hou),兩個(ge)部門負(fu)責人分別帶(dai)領有關(guan)人員(yuan),認真(zhen)分析原因,限時(shi)辦(ban)理,并加(jia)強與(yu)提(ti)(ti)案(an)人溝(gou)通,爭取提(ti)(ti)案(an)人的(de)理解和支持。

  至2013年底,在(zai)各(ge)承辦部門的大力支持和配合(he)下,已全部答復提案人。承諾(nuo)為教(jiao)職(zhi)(zhi)員(yuan)工辦的年度5件實(shi)事中,書院論壇(tan)開始運作;電瓶車新增了3輛(liang);校徽(hui)在(zai)進(jin)一步(bu)(bu)的改(gai)進(jin);校園(yuan)無線網(wang)絡在(zai)進(jin)一步(bu)(bu)的完善(shan);教(jiao)職(zhi)(zhi)工集資(zi)款這一歷史遺留(liu)問(wen)題正在(zai)處理中,學校一如既往積極與上海(hai)思博(bo)職(zhi)(zhi)業技術學院聯系,責成校內(nei)有關(guan)公(gong)司按公(gong)司法合(he)法、合(he)理、合(he)情(qing)地予以解決。3月20日,上海(hai)思博(bo)職(zhi)(zhi)業技術學院黨政主(zhu)要領(ling)導帶(dai)隊(dui)來校尋求(qiu)解決途徑。我們將繼續跟蹤推進(jin),確(que)保教(jiao)職(zhi)(zhi)工的合(he)法權益。

  綜上所述,上次(ci)會議64件(jian)提案中,不宜采(cai)用和難以落(luo)實的共10項,占(zhan)15.6%;其余(yu)54件(jian),已經落(luo)實和正在(zai)落(luo)實的48件(jian),占(zhan)75.0%;還有正在(zai)論證,經過努(nu)力可以完(wan)成的6件(jian),占(zhan)9.4%。

  提(ti)(ti)案委員(yuan)會向提(ti)(ti)案人(ren)發出《提(ti)(ti)案反饋(kui)意(yi)(yi)見評價(jia)表(biao)》,對職能部門承辦的(de)64個(ge)(ge)提(ti)(ti)案給(gei)出“滿(man)(man)意(yi)(yi)”、“不(bu)滿(man)(man)意(yi)(yi)”、“無(wu)所謂(wei)”的(de)評價(jia)意(yi)(yi)見。統(tong)計結果(guo)為(wei):2個(ge)(ge)提(ti)(ti)案被評“無(wu)所謂(wei)”,5個(ge)(ge)提(ti)(ti)案被評“不(bu)滿(man)(man)意(yi)(yi)”,57個(ge)(ge)提(ti)(ti)案都(dou)被評為(wei)“滿(man)(man)意(yi)(yi)”,提(ti)(ti)案反饋(kui)意(yi)(yi)見的(de)滿(man)(man)意(yi)(yi)度為(wei)89.1%。

  五、存在問題和今后的打算

  提(ti)案(an)工作與(yu)過去(qu)相比有(you)進步(bu),但(dan)仍然存在一(yi)些問題和不足。

  1.個別提(ti)案(an)承(cheng)辦(ban)部門對所(suo)辦(ban)理的提(ti)案(an)重視(shi)程度不夠(gou),辦(ban)理過(guo)程拖(tuo)拉,辦(ban)理質量不高。

  2.雙代(dai)會代(dai)表(biao)提(ti)案工作水平有(you)待提(ti)高,特(te)別(bie)是提(ti)案撰寫比較(jiao)集(ji)中民(min)生福利,而對學校發(fa)展大局關(guan)注度(du)不(bu)夠(gou)。

  針對存在(zai)的(de)(de)(de)(de)問題,我們提(ti)出(chu)改進(jin)工(gong)(gong)作(zuo)的(de)(de)(de)(de)措施(shi):(1)加強與(yu)提(ti)案承辦(ban)部門溝通,提(ti)升(sheng)他(ta)們對提(ti)案落(luo)實工(gong)(gong)作(zuo)重(zhong)要性的(de)(de)(de)(de)認識(shi);(2)在(zai)可能的(de)(de)(de)(de)條件下,對雙(shuang)代會代表進(jin)行提(ti)案方面(mian)的(de)(de)(de)(de)培(pei)訓學習,提(ti)高提(ti)案工(gong)(gong)作(zuo)水平。

  六、總結表彰

  經工會委員會評選,2013年度4個“優秀提案(an)”和(he)2個“提案(an)承辦(ban)先進(jin)單位(wei)”分別是:

  第(di)(di)一,鄭永(yong)森、張臻、蘇文(wen)(wen)(wen)代表(biao)提出(chu)的(de)“開設‘書(shu)院(yuan)(yuan)講壇’,推進(jin)書(shu)院(yuan)(yuan)制改(gai)革和文(wen)(wen)(wen)化育人工(gong)作(zuo)”;第(di)(di)二,麻小(xiao)紅、魯林華、施蓓、朱(zhu)方來、鮑薇薇、邱浩、肖(xiao)景(jing)文(wen)(wen)(wen)、王(wang)群(qun)、張雷代表(biao)提出(chu)的(de)“公布學校教師集(ji)資款運營狀(zhuang)態(tai)”;第(di)(di)三(san),郭(guo)剛、吳鋒、余菲、李放、尹向東、陳燕(yan)代表(biao)提出(chu)的(de)“將無線網絡覆蓋整個校區”;第(di)(di)四(si),袁述(shu)義、楊燕(yan)云、文(wen)(wen)(wen)小(xiao)龍代表(biao)提出(chu)的(de)“制作(zuo)佩戴(dai)校徽”。

  2013年度2個“提案承(cheng)辦先進單位”分別是人事處、后(hou)勤基建處。

第二部分:本次雙代會提案和建議情況報告

  按照(zhao)學(xue)校(xiao)《教職工(gong)代表(biao)大會(hui)(hui)(hui)工(gong)作細(xi)則》和工(gong)會(hui)(hui)(hui)的有(you)關規(gui)定(ding),校(xiao)工(gong)會(hui)(hui)(hui)于(yu)今年3月(yue)初向學(xue)校(xiao)提(ti)(ti)(ti)交(jiao)了“關于(yu)召開第(di)(di)五屆教代會(hui)(hui)(hui)暨第(di)(di)六屆工(gong)代會(hui)(hui)(hui)第(di)(di)二次會(hui)(hui)(hui)議的請示”,并于(yu)3月(yue)14日得到校(xiao)黨委(wei)批復,啟動大會(hui)(hui)(hui)的籌備程序,給各分工(gong)會(hui)(hui)(hui)發(fa)出了向代表(biao)征集提(ti)(ti)(ti)案(an)的通知。代表(biao)們圍繞學(xue)校(xiao)發(fa)展、人事制度改革以及教職工(gong)所關心的問題,認真(zhen)思(si)考,深入調研,廣泛聽(ting)取(qu)意見(jian),負責(ze)任地提(ti)(ti)(ti)交(jiao)每一個提(ti)(ti)(ti)案(an)。

  截至3月25日,本次雙(shuang)代(dai)會(hui)共收到(dao)99份提(ti)案(an)表(biao)(見附件2)。分(fen)為教學(xue)、科研(yan)、學(xue)生、人事、行政(zheng)教輔、生活(huo)服務及(ji)其它等方面。會(hui)后,提(ti)案(an)工作委(wei)員會(hui)將(jiang)本著(zhu)務實革新精神,對代(dai)表(biao)們提(ti)出的提(ti)案(an)進行歸(gui)類(lei)整理(li),認真討論研(yan)究(jiu)是否立(li)案(an),同時(shi)送校領導批示(shi),提(ti)交(jiao)相(xiang)關職(zhi)能部門(men)落(luo)實辦(ban)理(li)。
